The Employment Rights Bill, published on 10 October 2024, includes plans by government to introduce measures to tackle one-sided flexibility in zero hours contracts through a right to guaranteed hours with a contract that reflects the number of hours regularly worked.

The Bill also contains a right to reasonable notice of shifts with payment for shifts cancelled or curtailed at short notice.

A new consultation had been issued seeking views specifically on the application of these two measures to agency workers.

This is so responses from stakeholders can help to inform the government’s approach to legislation on this point.

The government says it will consult at a later date on the implementation of these two measures more generally.

This consultation closes on 2 December 2024.

The zero hours contract measures in the Employment Rights Bill extend and apply to England & Wales and Scotland. Employment law is devolved to Northern Ireland.
