Homecare Association response to Provisional Local Government Finance Settlement 2025-26

The Homecare Association have responded to the Provisional Local Government Finance Settlement consultation. In the response we:

  • Highlight the inadequacy of a CPI based increase to the Revenue Support Grant
  • Explain that, despite the £880m additional funding for social care, the Settlement does not adequately cover the cost increases for social care that are implicit in the Autumn Budget decisions on National Insurance and the National Living Wage (which amount to around £2.8 billion)
  • Highlight the scale of funding needed to address unmet need, inadequate fee rates and rising demand.
  • Draw attention to the impact on individuals if there is effectively a budget cut for social care due to cost increases exceeding funding increases
