On the 9 December 2024, our Chief Executive, Dr Jane Townson OBE, and Chief Executive of Care England, Professor Martin Green OBE, wrote to senior members of the government and the Department of Health and Social Care to share our commissioned report from independent industry analysts, LaingBuisson.  

The report contains up-to-date data on the structure and financial position of the care sector. It points to serious risks to the sustainability of the UK’s adult care and support sector in the wake of the Autumn Budget 2024. 

This week, we received a response from the Minister of State, Stephen Kinnock MP. He said: “The government has made available up to £3.7 billion of additional funding for social care authorities, as part of a broader increase in local government core spending power of 6% in cash terms. This includes £880 million of new grant funding through the Social Care Grant.”  

Minister Kinnock also referred to the Casey Commission and how this will support the government’s plans for a National Care Service. 

We know, having heard from many of our members, that recent government funding for local authorities is not being reflected in confirmed fee rate uplifts. 

We will continue to fight and advocate on your behalf and call on the government to: 

  1. Exempt care providers from changes to employer’s national insurance contributions. 

  1. Ensure a multi-year funding settlement for social care to meet future demand and cover the full cost of care (estimated £18.4 billion needed by 2032/33) 

  1. Implement a National Contract for Care service that sets a minimum price for care services. This will ensure public sector commissioners pay the full cost of quality care.
